Oregon is the first state in the nation to decriminalize personal possession of small amounts of all drugs, while expanding access to addiction treatment and other health services. In this series of presentations, members of Oregon’s Measure 110’s Oversight and Accountability Council, Blue Valentine, CHW, Harm Reduction Specialist, M110 Oversight and Accountability Council Member, Sabrina Garcia, Certified Recovery Support Specialist, M110 Oversight and Accountability Council Tri-Chair, and Haven Wheelock, MPH, Harm Reductionist, M110 Chief Petitioner, Health Justice & Recovery Alliance Implementation team member, share valuable insights on Oregon’s Measure 110 background and intent. Then council members Blue, Sabrina, and Haven, share council basics/structure/values and the story of why they chose to apply, as well as the council’s accomplishments, a description of harm reduction’s place within this work and finally answer participant’s questions and provide additional ways to connect.

Blue Valentine CHW, Harm Reduction Peer Specialist, currently works as part of a cross-program team of communicable disease, health navigation, and harm reduction staff at Benton County Health Department, as part of the End HIV Oregon Project. Her work includes street and camp outreach, rapid testing, syringe services, client advocacy, naloxone distribution, and HIV and STI education. She coordinates a regional harm reduction group for the Linn, Benton, Lincoln, and Siletz region that has a focus on overdose prevention and naloxone access. Blue began working in Harm Reduction in Los Angeles in 1992. She has extensive experience providing HIV/HCV/STI prevention and testing and syringe services to diverse communities, including people who use drugs, people experiencing homelessness, sex workers, LGBTQ+ individuals, and people living with HIV.
Sabrina Garcia, Certified Peer Recovery Specialist, works with the Transformation Wellness Center in Klamath County, Oregon. She has been doing peer support work with Peer Recovery Initiated in Medical Establishments and Linkage to Care (PRIME+) since November 2019. Sabrina is passionate about and finds fulfillment in her work as a peer supporting others. While only recently certified, Sabrina has offered peer services to her community in a volunteer capacity for years.
Haven Wheelock, MPH, Harm Reductionist, has been advocating for the health and safety of people who use drugs since 2002. Currently she is the Drug Users Health Services Program Coordinator at Outside In in Portland Oregon. She provides in direct service with people who use drugs and has also been involved in creating policy that improves the health in Oregon. She completed a MPH as a Fellow at Johns Hopkins as part of the Bloomberg American Health Initiative focusing on Overdose and Addiction Policy. She was also a Chief Petitioner for ballot measure 110, which was a first in the nation initiative to decriminalize drugs in the state of Oregon.
